With regards to the threat that US and European aid would be replaced by that of Russia and China, I say "Go right ahead". At least we won’t be paying for it (Russia and China will). But neither China nor Russia will replace the aid in any meaningful manner. And the religious partners of homophobes and advocates of human rights abuses will be unlikely to receive any aid at all from those nations.
In addition, we should change immigration policies for Uganda. LGBT Ugandans should go to the front of the line. In front of all other applicants. The total number of visas should not be increased. Ugandans in the diaspora should have remittances taxed as well in order to assist in resettlement costs. Ugandans wishing for any type of visa should prove opposition to the legislation.
There is a difference between the Cuba sanctions and those of Uganda. The Cuban sanctions are geared towards regime change. These would not be. Castro couldn’t give in without losing power. Museveni could give in and stay.
We’ve tried appeasement in the face of extreme human rights abuses. Its time to put conditions on our aid and stick to it. Abuse minorities, no aid. Abuse minorities, no visas. Abuse minorities, no tax free treatment of charitable donations.
