One pressing foreign policy question looming over the new chancellorship of Olaf Scholz in Germany was whether or not he would continue his predecessor’s deference to Moscow on the matter of Nord Stream 2, a contentious pipeline project – now completed – that holds out the promise of dramatically increased Russian natural gas exports to Western Europe, if and when it receives final regulatory approval.
