Russia would fold easily under war with the US, no question. So war with the US is not what Putin is accomplishing here. And Russia knows that China needs a war outside its boundaries to keep its people centered around the CPC. However, China itself would fold easily under war with the US, no question. So what is Putin doing?

He is warning the Chinese not to turn their attention to Russia as the foreign conflict that China needs to keep its people centered around the CPC. After all, the Chinese claim that they were humiliated for a century because of foreigners taking Chinese lands, which is why they are squabbling over the Senkakus/Diaoyus in the East China Sea. Well, as the Chinese well know, it’s the Russians who virtually stole the presently known “Russia’s Far East” from the Qing dynasty in a humiliating treaty. Add to this much of Central Asia which again was stolen from the Qing emperors.

Consequently, when Putin has his fighters buzz the American destroyers, he is claiming to be as powerful as the US and China in a war with either. It’s a smart move. Putin is a great leader, very easy to understand.
